Summary: This workgroup thought over the organization of an international conference that would take place every two years with an alternance of the hosting place being either a French-speaking or an English-speaking African country.Key Areas of Address:Mapping:THEME A general theme and core sub-themes need to be defined in advance. For instance: “Space and culture in the city for development” with the following sub themes:> Integration or the involvement of various actors in the development of the city> Future for the cities; the contemporary city and a future vision of it, the “visionary city”> Capacity building for the cities or the way actors can be empoweredPLACE It would be alternating between Africa, specific cities and Europe. For instance, it could be twice in Africa and once in Europe, each conference taking place every two years. A list of cities that would alternate between French and English-speaking countries is proposed: in 2009: Pretoria, in 2011: Casablanca, in 2013: Brussels etc.WHO There should be a fusion with two main dynamics: on the one hand, organizations such as ArchiAfrika, DSM, Kumasi and on the other hand Africalia, La Cambre, KU Leuven. As this is about urban development, the conference should address local actors, whether public, local authorities or private actors, communities and NGOs, CBOs.The idea is there should be two distinct layers in these meetings: on the one hand the conference and on the other hand, some field visits to understand and reflect on the reality of the place.WHY It will be a great opportunity of networking and debating on the future cities. It will also bring closer cooperation and partnerships between different participants. HOW On the organizational side, there should be a technical committee in charge of the whole logistic process and responsible for assessing the number of participants. There should also be two levels of invitees: some people coming from “abroad” or Europe and people from “inside”. The aim is to encourage the participation of African residents and in order to allow that, building up an emergency fund is necessary. Beforehand, the reporter suggests to propose a list of all the participating universities and to develop some kind of prize/award with two papers from each country accepted for funding.Priorities to be addressed as soon as the opportunity arises-What is the place of the next conference and institution that will host it?-Should the funds be available for members of the network/ should it be mandatory to participate? -Who will provide the funds? Will it be “big funds” from the EU Commission oror will it come from local authorities of the venue city? (with “material assistance” for instance)The Challenge for the Scheme:Issue of fundraising. The place likely to be the next host organization: Pretoria, April 2009
